Diego received his Ph.D. in Economics from the University of Illinois at Urbana-Champaign (UIUC), a Master in Economics from UIUC and BA in Economics from the Universidad Católica Argentina. Currently President o f the GPR Economía SA and consultant on issues of competition and utility regulation. He has also done consulting work for international organizations like the World Bank, IADB, OECD, UNCTAD, ECLAC and IICA, and has advised the governments of El Salvador, Costa Rica, Uruguay and Ecuador on competition issues.
He is a consultant for private companies on competition issues: his clients include Telecom, Grupo Clarin, the Dolphin Group, Pan American Energy, Noble Group, Toredo SA, Fresenius Kabi, Bunge SA and bottling ARCA.También a professor at the Torcuato Di Tella University, the University of San Andres and University of Buenos Aires.
He has written numerous articles in refereed journals and book chapters, and author of "Problems Competition in infrastructure sectors in Argentina". Between 1996 and 2001 was Chief Economist, Member and Chairman of the National Competition in Argentina, and between 2001 and 2007 he was Director of the Center for Regulatory Studies (CEER) of the Universidad Argentina de la Empresa and the World Bank Institute.
